Annis 1984 - 1989 apud Universitatem Claudiopolitanam philosophiae et historiae studebat. Ab anno 1991 professor eiusdem universitatis est. Anno 1998 doctor sociologiae promotus est. Anno 2003 praeses Agenturae Stragegiae Gubernandi apud consilium ministrorum Romaniae factus est. Quae Agentura autem anno 2009 dissoluta est[2]. Interim et professor apud Universitatem Bucarestensem docet. Praeterea praeses IRES - Instituti Romanici Evaluationis et Strategiae est[3].

Dâncu, qui sodalis Factionis Socialis Democraticae est, annis 2000 - 2003 minister informationis Romaniae in consilio ministrorum Hadriani Năstase et deinde annis 2004 - 2008 senator Romaniae fuit. Postquam Romania anno 2007 ad Unionem Europaeam accessit, a die 1 Ianuarii ad usque 9 Decembris eiusdem anni legatus ad Parlamentum Europaeum fuit. Die 17 Novembris Dîncu minister progressus regionalis et periegesis in consilio ministrorum Daciani Cioloş nominatus est[4].
