Ciucă in communi Plenița in Dolj circulo natus est. Gymnasium militare Tudor Vladimirescu Craiovae frequentavit et deinde apud Academiam Exercitus Nicolae Bălcescu studebat. Annis Deinde cursum honorem militarem coepit. Annis 2015 - 2019 praeses praetorii exercitus Romaniae fuit.

Die 4 Novembris 2019 minister munitionis Romaniae in consilio ministrorum Ludovici Orban nominatus est[1]. Postquam Orban, qui electionem parlamenti perdidit, a magistratu praesidis ministrum se receesit, Ciucă die 7 Decembris 2020 pro tempore primus minister Romaniae nominatus est[2]. Praeterea novus senator Romaniae electus est. Die 23 Decembris 2020 Florinus Cîțu praeses ministrorum ei successit[3].
