Robertus Walpole (natus die 26 Augusti 1676 in Houghton Hall Norfolciae; Londinii obiit die 18 Martii 1745) plerumque habetur fuisse primus Minister primarius Magnae Britanniae. Filius eius fuit Horatius Walpole.

Ministri primarii non erat officium constitutum, sed de facto potius, sine iuris agnitione, at Walpole, causa momenti et auctoritatis eius apud summum regis consilium. Walpole, fautor factionis Whig dictae, regnantibus Georgio I et Georgio II munere fungebatur. Inceptio ministerii eius solet anno 1721 attribui, quando titulo Domini Primi Fisci decoratus est, sed sunt qui annum 1730 praeponant quando Carolo Townshend rude donato praefectus est solus sine aemulo Consilio Summo. Walpole gubernabat usque ad annum 1742, quo ministerium deposuit longissimum totius Britanniae historiae.
