Germany never invaded Italy (in or around WWII anyway). I think the author's intention was to put across that Mussolini was, as my history teacher puts it, "Hitler's poodle". But it needs phrasing more neutrally. Did Nazi Germany and Fascist Italy have some kind of alleigance pact? Maybe ...et Germaniae consul in Florentia, dum Germania et Italia sociales erant "PACT X(abl.)" would be better phrasing (i.e. "...and Germany's consul in Florence, while Germany and Italy were allied by Pact X"). After the overthrow of Mussolini during WWII Italy was 1943 invaded and occupied by German troops (and Mussolini set free again). The German wikip article refers to that period.
