That's an amusing one, but we'll have to change it, I think. It probably means "into criminality" or "into a criminal act". It wouldn't be fair on Michael Gove to make that assumption: some Lord Chancellors have managed to function within the law. Indeed, according to a very reliable source, they "embody the law".
