The first sentence is certainly dictionary/translationese for "This is a name invented by a cable TV channel in the USA." I believe the second sentence intends to further question its authority (probably something like 'people don't accept this name [as official]'), if it's anything like similar rants against TWC's winter storm names I've heard recently.
