For Eskişehir page there is a chart which indicated all cities in Turkey. Do not worry it’s true data.

Well, here's the link you placed at Dorylaeum (Eskişehir): [1]. Where is the chart that is relevant to Eskişehir? I can't see it.

Here's the link that you placed at Amida (provincia): [2]. It didn't work for me. I have now tested further.

Using Opera it still doesn't work.

Using Microsoft Edge (which I normally avoid) it doesn't work.

Going back to Opera and editing the link to remove everything following ".xlsx" produces a result: the website then wants to download the .xlsx file directly to my computer.
