Yes, you could well be right, especially since our navboxes are always open on hand-held screens, thus taking up a lot of page space. Are you interested enough to unpick this structure? Feel free to do so as far as I'm concerned!
I now sometimes include a small link, on the bottom line of a navbox, to a related navbox. That would be a less assertive way to achieve a similar thing, if it's worth linking them at all.
