Admiral of the Navy[fontem recensere]

De: "Georgius Dewey, praefectus classis": thus Cassell's & Traupman for 'admiral', and it would literally seem to signify 'overseer of the fleet', but Dewey is the only so-called admiral of the navy (highest-ranking admiral, equivalent to "admiral of the fleet" in other navies and "field marshal" in armies: six stars) in US history, all other "full" admirals being just plain admirals (five stars), so Latin requires a special term to accommodate this (unique) holder of this title: maybe maximus praefectus classis? or praefectus classium (since the titleholder oversees multiple fleets)? or what?
