Alumnus est scholae Studiorum Commercialium Superiorum et Instituti Scientiarum Politicarum Parisienses necnon Scholae nationalis administrationis. Ab anno 1981 iuxta Iacobum Delors ministrum vectigalium Francicum et mox praesidem commissionis Europaeae operam dedit. Recentius ipse commissus Europaeus a commercio ab anno 1999 usque in 2004 meruit, praeside Romano Prodi. Ab anno insequenti usque in 2013 rector generalis fuit Ordinis mercaturae mundanae.
