Si 'The Commonwealth of Nations' = Consortio Populorum, then 'The Commonwealth of Independent States' should also be a consortio. No? Also, foederatio looks extra-wrong because the entity in question doesn't seem to be a federation or a league: "The CIS is comparable to a very loose association of states and in no way comparable to a federation, confederation or supra-national organisation such as the old European Community" (ex en:Commonwealth of Independent States).
